General, 
I have the honor to forward through the office of Supt. 6th Dist. Va. to your Hd Qrs the following report in compliance with Circular No. 10, C.S.
The restoring to the Civil authorities jurisdiction in criminal cases over colored persons has resulted to great injustice to the Freedmen. Several have been tried and found guilty by Magistrates in this County without my being notified to be present at such trial, notwithstanding orders being furbished to the contrary. Several Freedmen have been beaten and when they made their complaint to the magistrate and requested a warrant for the arrest of the guilty party he would tell them they had better let it drop and say nothing more about it, they do not positively refuse to issue a warrant but they never have and will not issue a warrant against a white person upon complaint of a Freedman. It is my opinion that the Freedman will not very soon
