Hd Qtrs Asst Comr Bureau of R.F. & AL. State of Va Richmond Va March 12 1866, by 2d Lieut Jacob Roth, V.R.C Asst Supt B. of R.F & AL & Prov. Marsh: Sub District County of Louisa Va for the Month ending July 31s 1866.

On duty at this Post since the 13th inst: five Cases of assault of Whites, upon colored person hat since been reported, and according to instruction has been refered to the Justice of Peace by me. With the orders if the Matters could not be settled friendly, to give me notice as to the time of the trials. having not received yet any notice of nether one, I expect the same settled. To this day I hat no opurtunity, to be present by a trial of Criminal Case, in this County, in Consequence I are not able to say what Change in the Case a freedmen would have. The Js of P. who yet have been introduced to me, I have no doubt
