I have the honor to make the folowing report of the action of the Civil Authorities toward the Freedmen since the resteration to the Civil Courts of the criminal cases and also of the Civil cases in Williamsburg and James City Co.

Since I have been in this County, I have not been present at any trial in which a freedman was concerned,

There was one case tried in Williamsburg in which a Freedman was plaintiff the whole proceedings was illegal. The case had been taken up by the Mayor, of the City, and on the day of the case the Mayor was sick and he turned the case over to one of the Magistrates, of the town, who neglected to
