In obedience to Circular No 10, par VI C.S. issued from Hd Qrs. Asst. Comr State of Va. 
I have the honor to report that the few criminal cases which have been brought before the Civil Courts of this county have received impartial justice in my opinion, with one exception. A freedmen by the name of Sterling Clark was committed for trial at the October term of the Circuit Court under charge of petty larceny (stealing 1/2 bush Corn more or less), with no proof positive against him, only that the corn was found in his house, while another freedmen was living in the same house at the same time. From the attending circumstances in the case I believe him, (Sterling Clark (cold)
