Reports but few cases before the Criminal Court in which freedmen were interisted and that the Commonwelth Atty and Court, have done Justice 
Freedmen have no chance of redress [[strikethrough]] f [[/strikethrough]] before Magistrates in cases of petty outrage committed by citizens recent order of Genl Grant will check complaints to great extent. In matters of deft no magistrates have refused to hear negro testimony and give full justice
