General...I have the honor to report in compliance with Circular No. 10 Head Qurs Asst. Com. State of Va - dated Richmond Va. March 28th 1866 that there have been no cases of Freedmen tried before the State authorities during the Month ending July 31st 1866 for either criminal or civil offenses. There are however several cases to come before the Aug. Cort who were committed to Jail. In criminal cases a Freedman would be very apt to receive justice. but in civil cases I am of the opinion that he would not
