Reports in compliance with Circular 10. Hd Qrs Asst Comr. Va, March 12" 1866. that the provisions of the Circular are not fully carried out by the Justices of the Peace — as they fail to notify him of cases brought to trial. Have no cases to report this month. Five Freedmen awaiting trial — one for Rape & 4 for chicken stealing — broke Jail and left together.
