Pursuant to II, VII Circular.
No. 10. Current series. Hd Qrs Asst. Commr Bu. R.F.& A. L. State of Va. I have the honor to report,
for the month of July 1866. That in my opinion, 
this is a disposition on the part of some of the 
Civil offices in this County, outside of Manchester,
to deal partially in criminal cases. Wherein
Freedmen are complainants & white men, defts.
this opinion is based upon statements of Freedmen
interested. I shall not be able to report definitely
until after the next Term of the County Court.
