In compliance with Circular No. 10. Hd Qrs. Asst Comm. State of Va. C. S. 1866. I have the honor to submit the following Report. of the effect of the transfer of the trial of Criminal Cases to the Civil Authorities. in the Counties of Nottoway and Lunenburg. Va.

In the latter Co, the magistrates are not disposed to take any official interest in the complaints made to them by the Freedmen, and seldom if ever attach any weight to a Freedmens testimony. I have frequently referred cases. to some of the magistrates of this county, for trial. generally sending my written request, by the plaintiff. In the majority of such cases, the magistrate "was not at home," or was suffering from a "severe indisposition" which indefinitely
