I have the honor to forward the following report for the month ending July 31st 1866.

And state the during the past month I have been present at several trials in which freemen were interested.

I have reported most of the cases and trials to you, in compliance with instructions.

I am fully convinced from what I see that no Justice will be given the Freedmen in cases of any importance where white persons are interested.

A colored man who had been a soldier in the U.S.A. was fined six dollars for cursing a white man.  I intend to ascertain how much it costs to curse a black man the first opportunity I get.  This is a new dodge on the part of the civil authorities, but I will try and meet them on their own ground.
