In compliance with Par 4 Circular No 10 dated Bureau RF & A Lands Hd. Qrs. Asst. Comr. State of Va. Richmond Va. March 12th 1866. I have the honor respectfully to make the following Report.
On Sunday last GE. A Charters (white) and Joseph Miners col. were arrested on the charges of fighting on the streets. The case came up before the Mayor, on the 6th, but owing to the absence of an important witness, the case was adjourned until the following morning. Upon the resumption of the  case it appears from the testimony, that on Sunday Joseph Miners, and a white Boy, ran against each other in passing on the street. Words passed between them, when the
