Reports in compliance with Par 6 circular No 10. Head Qrs Asst Comr Va, dated March 12th 1866, that the order resotring jurisdiction in criminal cases on colored persons, has resulted - during the month of August 1866 - in no prejudice to the interests of the Freedmen in his Sub District. No distinction between whites or blacks, in the matter of giving testimony, was made by the courts, but where there is a contradiction, a jury would in every case give the preference to the whites.
