I have the honor to transmitt the following report in compliance with cir- No. 10. C. S. I have attended the county courts, and all preliminary hearings possible, in my Sub Dist, of both civil and criminal cases, where colored-persons were a party, In Botetourt County there was but two cases during the last month that came to my notice, one a criminal, who is guilty beyond a doubt, the other a civil, where a freedmen was the prosecutor for services rendered in 1865. This case the magistrate dismissed. I thought it unjust, and advised the colored man to take an appeal to a higher court, and is now pending. In Bedford County there have been more of those cases before the civil authorities & several are undecided yet, one particular case came before a magistrate of this place and was decided by him by merely binding the accused over to keep the
