To the best of my knowledge I have to state, that the freed people of this sub Dist. is enjoying the right of dealing Contracting, and doing anything else what Civil live and right will permit to do. The freedmen is admited by J.P. and befor Courts, to make Complaints, Charges, suits, and to give testimony, and are also subject to the same treatment to full allowance of the law; or rather more, as the seats of the accused and the witnesses in the regel are be seated with freedmen and women of Colour. While their Testimony is taken and received, I trust to say, that in many Cases the Court does not show enogh confidence in them. Theirfor does not Estimate such Testimony, as if given in the same Case
