In compliance with Paragraph 1 Circular No. 10 dated Bureau Refugees Freedmen and Abandoned Lands, Head Quarters Asst. Commissioner State of Va, Richmond Va. March 12th 1866.  I have the honor to forward the following report. 

During the past month I have been in attendance at the Several Courts of the Sub District and have carefully watched the proceedings in all cases affecting the interests of the Freedmen.

The number of Freedmen brought before the Civil Authorities for "Criminal" and other offences have materially decreased, showing their willingness to become good citizens. 

Throughout the whole of the Courts I have attended I have invariably found the "Civil Rights Bill" ignored.  It is treated with the utmost contempt, and its bearing is set at open defiance.
