Pursuant to P. VI Circular 10,  C. S. Hd. Qrs Asst Comr, Va. I have the honor to report for the month of August, 1866, that there seems to be an indisposition on the part of some of the Magistrates in this County to give due attention to complaints of abuse made by Freedmen: though at present I have no overt act to report.
