I have the honor to report that in compliance with circular No. 10 Hd Qrs Asst Com'r Va, Mar 12th 1866. I have attended the trial of all criminal cases in this county in which a colored person was a party during the month of August 1866. I have not seen any case of oppression or injustice against a colored party nor have I observed any instance in which the testimony of a colored person did not receive all the consideration to which it was entitled.   

I have not seen nor has any case come to my knowledge in which any authority vested with the power of regulating the institution of criminal proceedings has neglected a complaint or declined to receive an oath or sworn information tendered by a colored person whereby a trial or prosecution might have been prevented through partiality or prejudice.

The Circuit Court has been in session during the past week and several cases have been tried and in all cases the jury acted with impartiality and fairness. all the testimony offered by the defense was admitted
