in Compliance with Circular No "10." CS Hd Qurs  Asst Comr State of Virginia. I have the honor to report the Action of the Magistrates. and the County Court towards the Freedmen brought before them. Continues the same as in my last report, that of fairness and impartiality towards them. 

At the same time the Slow Method of the Courts is greatly detrimental to the Freedmen and the Community generally. 

The County Court has been in Session two days during the present Week, and most of the time has been Consumed in trying Freedmen Charged with petit Larceny. The feeling throughout the Community is universal, that it would be greatly to the benefit of. all if the Cases of the Freedmen charged with offenses Could be adjudicated by the Bureau. 

I have no cases of injustice on the part of the Courts or Magistrates to report. 

In One Case where a Freedman was found Guilty of Stealing,  three bushels of Corn
