with oppression or abuse in preference to complaining to a magistrate. 

Remarkable and strange as it may seem when those magistrates of Nottoway Co. are sitting as the "County Court" a marked change occurs in their command. As individual magistrates they are partial and prejudiced as a county court they are fair and even liberal and I believe the Freedman will receive a just and impartial trial before them, but the great injustice alone is by the individual magistrates, who have the power to dismiss or sustain a change. They generally dismiss and the complaint seldom reaches the county clerk or court, where it would receive a fair hearing, all assertions contained in this report I can substantiate when required to do so.
