If left to provide for the legitimate poor of the County I have no doubt that the Citizens of the County would Cheerfully, do for the negroe poor, the same that is done for the white poor, the aged & infirm provided as best we can and the children bound out, to labor, and required to comply with their contracts according to the laws of the state of Virginia.

These suggestions are deemed worthy the notice of the officers & agents, of the Bureau, and are made with that degree of respect which is becoming since I rec'd yours of the 28th Aug. 1866. I have visited Chimborazo. I find a large number of freedmen from various parts of this state & from other states [[strikethrough]] also [[/strikethrough]] and not one did I find from the County of Henrico; who settled their since the evacuation of Richmond. Hoping these suggestions thus presented for your Carefull Consideration, may meet with a favourable response.
