without regard to feeling or prejudice.  I have had them make complaints to me on behalf of negro's, against white men.  The same will hold good of some of the magistrates.  In matters of debt I have not had any case reported yet, which the magistrates or constables refused to take notice of, or with whose decisions I had a reason to find fault. At present, & for some time to come litigation will be very limiting between employees & employers

But four cases of beating & abuse have been reported this month.  Three of the four cases, the Freedmen never returned to me as directed, to inform me when or where the magistrate was going to investigate.  The 4th the warrant was issued, though no arrest has been made that I have learned, the fault lay's with the authorities of Albermarle, where the defdt. lives.  Troubles of this kind, seem to be periodic & come altogether.

Though there has been little complaint of this kind, during the month, I have no reason to change my report in this particular from the last.  I have not yet seen a case of the nature in the County Court, or heard of one being presented before the G.Jury, neither do I know of a white man's being bound over to keep the peace when a black man was complainant.
