0565 and all proper respect has been paid to Laws respecting "the testimony of colored persons."- As far as my investigations have extended I see no in inclinations to the effect that the interests of the Freedman have suffered because of the fact that the jurisdiction of such cases has been restored to the civil authorities.- I have conversed with a number of freedman belonging to this County, & while I have found none who have expressed doubts as to their being able to obtain justice through the Civil Courts as a general thing they would be better satisfied with the result of the trials if they occurred in a Provost or Freedmen's Court.- I have also had expressions of sentiment from a fair representation of Magistrates in this County who agree with me in the opinion that if all Criminal Cases in which Freedman were parties could
