in trying cases in which colored persons are parties, and I must say that two months ago a disposition to avoid assuming the responsibility was observed in several of the Magistrates in this County, but lately they have shown every disposition to examine cases fairly & impartially and in fact to give all consistent assistance to the Freedman in making out their cases especially when a white man is the opposing party. 

I also am firmly of the opinion that a much better state of feeling exists among the colored people towards the Civil authorities than was manifest two months ago.  They very plainly see that in trials before the Civil Courts the Freedmen are treated with "impartiality and fairness"  and I have no reason to complain that the law respecting the testimony of Freedmen
