But, by reason of the fact that so long a time generally elapses between the preliminary examinations & the final trials during which time the offender must be kept in confinement I am of the opinion and in this a large number of the Magistrates agree with me, that the interests of all classes would be promoted if all such cases were adjudicated or disposed of by a Provost or Freedman's Court.
