In compliance with Circular No. 10, I have the honor to report that fewer complaints have been made the last month of injustice or unpartiality in the trials of cases where Freedmen were interested parties. In the city of Norfolk & Portsmouth and the County of Norfolk, there have been none. In Princess Anne Co. complaints have been made of colored men being arrested and put in jail on improper complaints and for petty offences which should have been adjusted by the magistrates, these cases are being investigated.
