I have the honor to forward herewith reports of Asst. Supts in accordance such provisions of Circular No 10 C.S. from office of Asst. Comr.

It appears that there is no ground of complaint at present against the civil courts but this is not a negative state of things. The courts are not doing anything; hence they do nothing wrong.

In several of my counties the magistrates appear to be gentleman and disposed to do rightly
