Detailed Report of the manner in which the Order contained in Circular No 10. C.S. Asst.Com'r, Off. Va. by restoring to the State authorities jurisdiction in criminal cases over colored persons has resulted.
Reported by Lieut. J.B. Clinton Asst. Supt. Dinwiddie Co. Va, for the month ending October 31st 1866.

At the session of the county court in this county for the month above written was arraigned and tried John Wilson Freedman charged with having committed a Rape. Upon the evidence adduced he was found not guilty and discharged.
On the 19th day of the month was arrested Thomas Wilder Freedman charged with trespassing. Was examined befor a Magistrate and the case dismissed without any fine being imposed.
I have the honor to state, that in my opinion in both of the above cases the Freedmen were treated with impartiality and fairness.
