I have the honor to transmit the following Monthly Report in compliance with Cir No 10 Bureau R.F. & A.L Head Quarters Asst Comr Va Richmond Va March 12th 1866, of the manner of which the order restoring to the State authorities jurisdiction in the trial of criminal cases of Freedmen, has resulted in the Sub District of Nansemond and Isle of Wight Counties Va for the month of November 1866.

During the month there has been several cases of Freedmen tried for Criminal Offences, and in my opinion a fair trial has been afforded them, and they have been defended by able counsel.
