General,
In compliance with instructions received I have the honor to report that William, Dean, Freedman, was committed to the county jail of Frederick County by and W.G. Russell a justice of the peace for the Corporation of Winchester on the 1st of Nov 1866 after being examined by him (at which examination I was not present, and as near as I can learn by the Freedman he did not have a chance to notify me of his arrest and examination until it was all over and he had been committed to jail.) "for disorderly conduct" and has since been in confinement without the [[privilege]] of a trial, as the Freedman was committed to jail by one of the Justices for the Corporation he can only be tried before the Corporation Courts, and will state from personal knowledge that the Corporation Courts of Winchester has had (2) two sessions since the Freedman was committed for trial and his case has not in my opinion had proper attention, as it was not reported to the Corporation Clerk for trial until about the 26th of Dec 1866
