General,
Pursuant to instructions contained in Circular No. 10, C.S. 1866, I have the honor to report that the County Courts in this Sub Dist, show a decided degree of fairness in the trial of the Freedmen, with all cases excepting the presenting for parties for the beating and whipping of Freedmen, which occurs quite frequently. I am not able to give the names of parties, in this report, as the Freedmen have failed to report to me.
