Office Asst. Supt. Bureau of R. F. & A. L. Patrick and Henry County, Virginia Martinsville January 25th 1867 Bvt. Brig Genl O. Brown Act'g. Asst. Adjutant Genl Richmond Va. General, Pursuant to instructions contained in Circular No. 10, C.S. 1866, I have the honor to report that the County Courts in this Sub Dist, show a decided degree of fairness in the trial of the Freedmen, with all cases excepting the presenting for parties for the beating and whipping of Freedmen, which occurs quite frequently.
