General:
Obedient to Par. VI., Circular No. 10, Hd Qts. Asst. Com. St. of Va., of date 12th March 1866 - I have the honor to report as follows.

But two cases - both made mention of in my last month's Report, in which colored persons were concerned, came up before the County Court of my Sub District this month - Viz - that of "Margaret Minter" - freedwoman - in jail, charged with Arson, and "Benjamin Arrington", on bail, charged with Grand Larceny. Both these cases were continued to February Court; the first on plea of Defendant that her witnesses were not present, and the second because the witnesses for the Commonwealth neither were present. I know of no cases having been elsewhere adjudged during the month; and no apprehensions of colored person have to my knowledge been made. "Frank Prenty", freed-lad, at my last Report in jail, in default of bonds to keep the peace (he having threatened to kill his Father), subsequently furnished the requisite security, and was set at liberty.

There were two complaints made during the month by Freedmen, of Whites threatening to kill them. The first was by "King James", vs. "Wingfield Wade". The only incitement here, was that this
