I have the honor to report that on the night of Feby 19th 1867, Four white men named Chester, Bead, White and Ferris of Lunenburg Co, Va, did forcibly and without any authority, enter and search the house of two Freedman of that Co, named Chester and Fulks, who remonstrated with them against such conduct, but were threatened with a beating if they resisted. The Freedmen complained to this office of the case and upon investigation I ascertained that the parties had no search warrants, and that the search was not authorized by any Magistrate, and I immediately referred the case to Mr. Jackson Magistrate of the Co for his action. He declined to take any steps to punish the perpetrators of the outrage and stated that if I desired the offenders to be punished, I must bring the case to the attention of the Grand Jury myself, which I propose to do, and also report his conduct to them.
