wherein a coloured person appeared as Complainant.- Neither am I aware of any instance, in which any wrong has been perpetrated, upon a coloured person either in a Criminal or Civil case, by reason of the fact that such person appeared as a defendant.- I am convinced however that this is attributable, to the fact, that I still persist, in confirming, as far as I can, the trial and adjudication of such cases to those Magistrates, who, I am satisfied are endeavouring conscientiously and faithfully to discharge their duties, regardless of race, colour, or public sentiment. Too be sure, by reason of the fact, that the above named class, are comparatively, sadly in the minority, in point of numbers, yet, on the Bench of the County Court, a fair proportion. of those, who as Magistrates, are timid, indifferent &c, became astonishingly firm and impartial in their Official action, so that the former are in many instances strengthened when sitting as members of the County Court. 

Notwithstanding these facts there is evidently an inclination to dispose hastily of those cases in which coloured persons appear as parties,- The statements of freedmen are taken in a hurried manner,- and while there is but little observable, in the proceedings, which indicates an established prejudice, against the race, yet it
