Colonel:
I have the honor to forward through your office to that of the Assistant Commissioner state of Virginia the following report for the month of May 1867 - in compliance with Circular No 10, dated Hd Qurs. Asst Com'r. Richmond Va March 12th 1866:

There have been no complaints made to me by the Freedmen of my Div. during the last month of injustice being done them. I have attended many trials and have no doubt but my presence was beneficial to the Freedmen concerned in suits.
