In compliance with Circular No 10, dated March 12, 1866, reports that, in all criminal cases tried by the Civil Courts in the 1st Division, 6th Sub District, Va. to which colored persons were parties, were treated with impartiality and fairness, and the law respecting their testimony carried out in good faith.
