General,
In compliance with Circular No 10. Bureau of R.F. & A L Richmond Va dated March 12, 1866, I have the honor to report that in all criminal cases tried by the Civil Courts in the 1st Div 6th Sub Dist Va, - to which colored persons were parties - were treated with impartiality and fairness and the law respecting their testimony carried out in good faith.

The appointing of Military Commissioners will have a good effect in my Division, and I am of the opinion that it will be unnecessary for the Military Commissioner of my Dist to exersise his authority except in cases in which both whites and colored are involved, as parties.
