I have the honor to report in compliance with Par. 6, Cir. No. 10. from H'd. Qrs. A. Com. Va that the operation of said circular in restoring jurisdiction to the civil authorities in cases where freedmen are concerned has not been detrimental to their interests in this Divn during the month of July.
