In compliance with Cir. No 10, Hd Qrs, Asst Coms'r of Va, C.S. 1866, I have the honor to submit the following Report for the Counties of Nottoway and Lunenburg Va, For and during the month ending July 31st 1867.

The Civil Courts have heard or tried but few cases in which Freedmen were parties during the past month. Such cases were of trifling importance, and did not afford the Civil Officials an opportunity of exhibiting their
overbearing contempt and prejuidice, which I know they still entertain towards Freedmen and their complaints, and which cases they are induced to hear by the knowledge of prompt redress should they fail to perform their duties. There are some Magistrates who seem to possess a constitutional prejuidice against the Freedmen, Which their removal alone can remedy.
