In accordance with Par: VI Circular No 10. from Head Quarters Asst Commissioner, Bureau R.F. and A L State of Virginia, dated Richmond Virginia March 12. 1866, I have the honor to submit the following "Report" showing the result of the operations of the Order restoring to the Civil Courts jurisdiction over colored persons in Civil and Criminal cases in the above named Counties during the month ending with August 31. 1867.

In the matter of the result of the operation, of the Order alluded to, I am in possession of no information, to the effect, that injustice has been done the Freedmen, by the improper neglect of a complaint or in declining to receive an oath, or sworn information, tendered by a colored person whereby a trial might have been prevented through partiality or prejudice

As a general thing those Magistrates who are entrusted with cases from this Office seem disposed to grant unto the freedmen, all
