Pursuant to Par. 6. Circ. 10 Series 1866. H'd. Qrs. Asst. Com. Va. I have the honor to report, that the transfer of jurisdiction from the Bureau Courts to the civil authorities, in this Division, has not as yet developed cause for complaint among the freed-people. It is believed that, as far as practicable, impartial justice has thus far been administered, and it is hoped that the law will be executed with that spirit of liberality and fairness, necessary to strict justice.
