I have the honor to make the following report of the administration of Civil justice in the 8th Sub. District State of Virginia.

The Asst. Sub. Asst Commissioners in the 1st 2d and 3rd Sub Divisions report full and impartial justice administered to all persons irrespective of race or color.

One case is reported by Bvt. Capt C.S. Schaeffer, A.S.A. Comr. of an unjust decision of a Magistrate in Giles County.

In the 4th Sub. Division Bvt. Capt. H.L. Hunt, A.S.A. Comr. reports the case of an unjust verdict of the jury. Generally the Courts give full justice and administer the Laws impartially
