and adjudicated, by that class of Magistrates, who in my opinion, are incapable of acting impartially as judges.- or who cannot raise themselves, above prejudice or indifference, toward the interests of the race.-

I am convinced that the colored man cannot as a general thing obtain justice in the inferior Courts. of this portion of the County- His poverty-stricken condition - and ignorance of the rules of evidence and the proceedings of Courts place him at the mercy of dishonest and designing men [[strikethrough]] under[?] [[/strikethrough]] thus placing his interests in jeopardy - and in many instances, depriving him of what he is honestly and justly entitled to.

I am yet strongly of the opinion. that the Freedmen's Courts were suspended too soon and that the absence of a judicial tribunal presided over by an Officer or Judge -
