I have the honor to report that no cases have been tried by the civil authorities in this Div between Whites and Freedmen during the month of December 1867, requiring a report. there is a great reluctance shown by the colored people to submit their claims against whites to the juries. They would rather suffer the first loss than risk the probabilities of being made to pay the costs in the suits
