General -

I have the honor in compliance with Circular No 10 - par - 6 Hd Qrs Asst Commr State of Va dated Richmond Va March 12th 1866 - to report the result of transferring to civil authorities jurisdiction in criminal cases [[over?]] colored persons with reference to the interests of the latter - during the month of December 1867 -

Edwin Brown (cld) whose case was reported by me in my last monthly report, as convicted of Petit larceny was during this month Pardoned by the Executive and permitted to go home upon payment of costs to the Commonwealth 

There is but one case new awaiting trial & that for Petit larceny he would have been tried this month but announced thro his counsel to the Court that he was not ready for trial he was remanded to jail being unable to get bail - & will be tried next term
