General:

In compliance with Circular No. 10, Series of 1866, Head Quarters Asst. Commissioner District of Virginia, I have the honor to submit the following report for the Counties of Nottoway and Lunenburg, Va., for the month of December 1867.

There have been but few cases tried by the civil Courts or Magistrates during the month in which freedmen were interested and only one complaint of injustice having been done was made at this office, which case I re-opened and tried in my capacity of Military Commissioner, and I also exercised my authority in another case to prevent the seizure of a share of crop, which had been levied on, in order to protect the rights of an innocent party, a freedman.
