I have the honor to report in compliance with Circular No 10 dated Hd Qrs Asst Comr State of Va Richmond Mch 12th 1866. That the civil authorities in my division have complied strictly with the requirements of said circular and in no case since I have been stationed in this place has any colored person or persons evidence been refused, but in all case have been allowed their full rights before the civil tribunals.
