General,
In compliance with Circular No 10 Series 1866 I have the honor to report that the civil authorities of the 1st Division of their Sub Dist have during the past month justly & fairly administered the Land in all cases brought before them in which the interest of the Freedmen were involved. The only case involving the rights of Freed people which has necessitated interference by the military authorities, being the case of Guffeo vs Hodges of al, adjudicated some months ago in the Circuit Court in which during the past month the decision of the Court was set aside by Order of Maj Genl J. M. Schofield Commdg 1 Mil'y Dist, on the ground of improper rejection of testimony & political prejudice & permission given the plaintiff to have a new trial before a Circuit Court or a Military Commission
