I have the honor to make the following report of the Administration of Civil Justice in my Division comprising the Counties of Washington Russell Buchanan Scott Lee and Wise for the Month of November 1867. As follows.

Civil justice is administered impartially in all cases irrespective of Color.

There were two Cases referred for investigation and report by Bvt Maj Genl O. B. Wilcox Mil Comr Sub Dist of Lynchburg. One was that of a Mr Shaw of Lumesse who had a Horse taken by Confederate Soldiers during the War and which he afterward found in the possession of one Keller of this County. Upon my notifying them to appear they both mutually agreed to have it tried by the Civil Courts, and no further action was taken by me. The other case was that of Slander instituted against a Mr Mann who formerly lived in this County and now resides in Lumesse by one Goble of this County, The case first came up for trial in 1860 and was decided
