General.
I compliance with Par '6' Cir No "10" Dated Hd Qrs Asst Comr. State of Va Richmond March 12th 1866.  I have the honor to report, That in all cases tried before the Magistrates of the Counties of Northumberland and Lancaster.  The testimony of Freedmen has been received whenever it has been offered. There seems to be a disposition particularly upon the part of juries, to pay no attention to colored evidence, but to decide cases, entirely upon the evidence given by Whites.

There is very little litigation, between the Whites & Blacks, and what cases there are seem to have been postponed from time to time with a view to their being settled outside of the courts.
