In compliance with the requirements of Par 6, Circular No 10. Bureau RF&AL. Office A.C. Rich-mond, Va. Mch 12th/66. I have the honor to submit the following report.

The order restoring to the civil author-ities jurisdiction in criminal cases over colored persons has, in no special or marked instance, of which I am informed resulted unfavorably with reference to the interests of the latter during the present month. At the same time the cynnical spirit upon the part of the whites, of which complaint has been made in my several reports since the Election, still exists; and to such an extent, in my judgment, as greatly to militate against the fair and impartial admin-istration of the law, toward this class of
